Particulars of Organization, Functions & Duties

1. Aims and Objectives of the Organization:
To prevent the first offenders and juveniles/ child in conflict with law as per the provisions of Probation of Offenders Act, 1958 and Juvenile Justice (Care & Protection of Children) Act from entering into the jail. To supervise, guide and rectify such offenders/delinquents so that they can come back to main stream of the society as a good citizen.
2. Mission/ Vision:
Preventing contamination of criminal attitude and ensuring safety to the society through correctional method of treatment.
3. Brief History and Background for its Establishment:
The Probation of offenders Act, 1958 is a central Act provides for the release of the first offenders on probation. In India the probation system has been implemented from 15th may 1958. In exercise of the powers conferred by section 17 of the Offenders Act, 1958 (20 of 1958). The state government with the approval of the Central Govt. made the following Rules i.e Odisha Probation of Offenders Rules, 1962. There after it is implemented in the state of Odisha in the year 1962. Under the provision of this Act, Probation is a method of treatment to deal with the first offenders. It is a conditional suspension of sentence in which the offender instead of sentencing to prison is allowed to go into the community with the understanding that he/ she will lead a law abiding life with the help of the probation officer.
4. Allocation of Business:
The Dist. Probation Officer, Phulbani is to attend all the judicial courts functioning in the head quarter of Phulbanii. He is to attend the Juvenile Justice Board, Phulbani whenever required by the J.J. Board. He is to visit the District Jail, Phulbani and to attend the grievances of the inmates if required. He visits the Office of the Sub-Divisional Probation Officer, G.Udaygiri to assess his work and achievement on probation scheme.
He releases offenders and juveniles in conflict with law as per the order of the Court/ J.J. Board after executing necessary bonds under the Provision of the probation of offenders Act & Juvenile Justice (care and protection of children) Act. It is the responsibility of the Probation officer to find out the means of rehabilitation for the offenders after their release on P.O. Act/ J.J. Act.
5. Duties to be Performed to Achieve the Mission:
To contact different judicial courts and establish rapport with the presiding officer of the court. To receive requisitions and to conduct inquiry about the antecedent, character, economic condition, environmental condition and the responsible factors of the offenders/ juveniles in conflict with law and to submit Preliminary Enquiry Report (P.E.R) and Social Investigation Reports (S.I.R) to the judicial courts and J.J. Board. To release the offenders/ juveniles in conflict with law under the provision of P.O. Act/ J.J. Act. To submit monthly report on their progress to the concerned authority during the period of supervision. To contact different Govt. and non Governmental agencies for the rehabilitation of the probationers.
6. Details of service Rendered:
To perform all types of works as per the probation of offenders Act, 1958 and the Juvenile Justice (Care & Protection of Children) Act, 2000. To attend all the Judicial courts/ Juvenile justice board as and when required with in the jurisdiction of the district.
