Particulars of Organization, Functions & Duties

1) Aims and Objectives of the Organization: The aim and objective of Police Commissionerate, Bhubaneswar-Cuttack is maintenance of law and order, prevention & detection of crime, effective traffic management, security coverage of VIPs and vital installation and quick response to situations requiring police intervention. 2) Mission/ Vision: The Mission of Commissionerate Police is summarised in its slogan 'We Care- We Dare". Commissionerate Police while remaining committed to maintenance of law and order, prevention & detection of crime, preservation of communal harmony, ensuring traffic discipline, strives to be people-friendly, working tirelessly for welfare of weak & indigent, women & children, senior citizens & juveniles, downtrodden & distressed. In this endeavour, Commissionerate Police strives to uphold highest degree of personal integrity, foster a corruption-free police administration and instil transparency through fair dealings. 3) Brief history and Background of its Establishment: A draft Odisha Police Urban Bill was submitted by State Police Headquarters to the Government on May, 1999 and introduced in Odisha Legislative Assembly (OLA) in 2003. After a marathon overnight Assembly Session on 10/11 November' 2003, the bill was passed by Odisha Legislative Assembly . After receipt of assent of President of India on 24.09.2007, it became Odisha Urban Police Act, 2003 (Act 8 of 2007). Vide Notification No. 60886/ D&A dtd. 28.12.2007 of Home Deptt, the State Govt. established Police Commissionerate, Bhubaneswar-Cuttack under Section 4 of Odisha Urban Police Act, 2003 (Odisha Act 8 of 2007). Police Commissionerate started functioning w.e.f. 01.01.2008, having jurisdiction over the cities of Bhubaneswar & Cuttack and contiguous areas. The office of the Commissioner of Police, Bhubaneswar-Cuttack initially functioned from Paribahan Bhawan and thereafter shifted to State Guest House Annexture With the inauguration of new Commissionerate building on 01.04.2011, the Office of the Commissioner of Police has shifted to Vidyut Marg, Bhubaneswar. 4) Structure of the Department: The Police Commissionerate, Bhubaneswar-Cuttack having jurisdiction over two Urban Police Districts namely Bhubaneswar & Cuttack is headed by a Commissioner of Police who is an IPS officer of the rank of Inspector General/Additional Director General of Police and functions from Headquarters located at Vidyut Marg, Bhubaneswar. He is assisted by 2 (two) Addl. Commissioner of Police and 6 (six) Dy. Commissioner of Police, Law Officer, Public Relation Officer, Accounts Officer & 31 ACP/AC, 68 Inspector/ Subedars and a large number of other officers & ministerial staffs. Urban Police Districts: There are 2 Urban Police Districts in Police Commissionerate namely Bhubaneswar & Cuttack, each headed by one Dy. Commissioner of Police. Cuttack Urban Police District has within its jurisdiction, a total of 20 Police stations. The responsibility of overall supervision over functioning of all the police posts within Cuttack UPD's jurisdiction vests with DCP Cuttack who is assisted by 2 Addl. D.C.Ps, 4 Zonal ACsP & other staff in this task.
