Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aims and Objectives of the Organization:

a) Land Development including insitu moisture conservation measures like contour and graded bunds, followed by vegetation, bench terracing in hilly terrain.
b) Drainage line treatment with a combination of biological and engineering measures.
c) Development of small Water Harvesting Structure such as low cost farm ponds, nallha bunds, check-dams and percolation tanks etc.
d) A forestation including Block Plantation, Avenue plantation, Sand dune stabilization.

2. Mission/ Vision:

Watershed Development Programme under NWDPRA, IWDP, RKVY & RVP Scheme:

a) Utilized the available land through Watershed Development Programme such as N.W.D.P.R.A., I.W.D.P., R.K.V.Y & R.V.P without any environmental degradation conserve as much as rain water as possible in the place where it falls without disturbing the Natural Hydrological system.
b) To increase in the ground water level and maintaining it for sustainable use.
c) The prevent soil erosion by means of suitable afforestation, Agro Forestry Horticulture, Development Programme should be encouraged and deforestation and Village level should be discouraged.
d) Repair, Restoration and up-gradation of existing common property assets and Structures in the village to obtain optimum and sustain benefits from previous public Investment.
e) Awareness among the people to be developed for Livestock Management, Pisciculture to reduce labour infiltration and solve labour employment.
f) To reduce labour migration and solve labour employment.

3. Brief History and Background for its Establishment:

   The Soil Conservation Sub-Division Office, Bargaon was created Vide Government in Director of Soil Consorvation, Odisha BBSR. This office was started functioning with effect from dated 4.4.1957. The Office is covering through out the Bargaon Sub-Division covering 4 blocks.

4. Allocation of Business:

a) A.S.C.O.: Asst. Soil Conservation Officer is the Head of the Office. All the works are executed under his supervision & instruction.
b) Jr. S.C.O.: Jr. S.C.O. is in-charge of watersheds and working as P.I.A. All the field works are executed under his control and supervision.
c) S.C. Asst.: S.C. Asst. is in-charge of Range Office. All the field works are executed under his control and supervision. The S.C. Asst. also works as WDT leader in the watershed.
d) S.C.S.O.: Assist the Range Officer and supervises the field work.
e) Jr. S.C.A.: Also assist the Range Officer and supervise the field work.
f) S.C.T.A.: S.C.T.A. is attached to office & deals with technical matter.
g) Sr. Clerk: Sr. Clerk is attached to office and deals with account section like writing of cash book. Checking of vouchers of Range Officer & Report Returns of Account Matters & Type works etc.
h) Jr. Clerk: Jr. Clerks is attached to the Establishment Section like Personal Cash bills,Treasury works & Issue and dispatch of Official letters etc.
i) Peons: Peon is entrusted for delivery of DAKS attend calling bell and attend other Official works as and where required.
j) Choukidar: Chowkidar is watching the office during off-office hours.
k) Bhumirakhyak: Technical Field Staff.
l) Sweeper: Sweep of the office.
