Particulars of Organization, Functions & Duties

1. Aim and Objectives of the Organization:
a. To conserve improve and utilize scientifically the natural resources like land, water forest, animal and human resources like land, water forest, animal and human resources of an area for ensuing the economically sustainable bio system.b. To source stability and growth of agricultural production for ensuing food, fodder fuel, fibre and forest products and safe drinking water to the rural people.c. To provide self employment and other income generating scheme to reduce labour infiltration and solve labour employment.d. To reduce regional in-equalities through a wide spread agricultural growth.
2. Mission/ Vision:
a. Restoration of productivity through provision of surface drainage, intercepting drain, removal of drainage line treatment and bio-drainage systems.b. Reduction of intensity of drought through rain water trapping, periphery bunding and other in-situ moisture conservation methods.c. Reduction of salinity by excavation of creeks and reservoirs.d. Enhancement of irrigation potential through creeks water harvesting structures, diversion drains and farm ponds.e. Eco-Restoration through plantation.f. Reclamation of water logged area to improve the land productivity.g. Reclamation un-bonded Patta land to make it suitable for cultivation.h. Awareness among the people should be developed for live stock management. Pisci-culture, Sericulture etc. to ensure labour employment.
3. Brief History and Background for its Establishment:
The Soil Conservation Sub-Division Office, Berhampur started its functioning with effect from 18.02.1964.
The said office comprises of blocks i.e. Digapahandi, Sanakhemundi, Chikiti, Patrapur, Rangeilunda & Kukudakhandi having 1068 nos. of Revenue villages, 129 nos. G.P. 3 nos. NAC, 1 no. Municipality with a geographical area of 1,64,756 ha. And divided into 7 ranges, each block having one/ S.C. Range Office. Besides one Range Office is functioning at S.B.T. Golabandha.
4. Allocation Business:
ASCO:
Assistant Soil Conservation Officer will exercise the power of D.D.Os and Head of Office in respect of his office as may be delegated by Head of Department. Being the head of office all the works are executed under his supervision and instruction.
JSCO:
Junior Soil Conservation Officer is the in-charge of Range Office. All the field works are being executed with the help of 3rd and 4th grade staffs such as SCA, SCTA, SCSO, JSCA, FMD, P.G. etc. under his direct control and supervision.
SCA/ J.E/ A.A.E:
Soil Conservation Assistant/J.E./ RAE is in-charge of Range Office. All the field works are being executed under his direct control and supervision after getting due help from the 3rd and 4 th grade staffs such as SCTA, SCSO, JSCA, FMD, P.G., Khaladi etc.
SCTA:
Soil Conservation Technical Assistant is attached to the office and dealt with technical section.
SCSO/ JSCA/ FMD:
SCSO/ JSCA/ FMD is attached to Range Office . All works are being executed under the direct instruction & supervision of Range Officer.
Head Clerk:
Now the Head Clerk post is lying vacant.
Senior Clerk:
Senior Clerk is attached to the office and deals with the establishment section in establishment section the personal case, salary of staff, budget, verification of service book etc. report returns are being dealt of establishment section.
