Particulars of Organization, Functions & Duties

1. Objective/ Purpose of the Public Authority:
To bring sustainability in Agriculture, security in food for all, stability in economical status of the farmer and smile in the face of the tiller.
2. Mission/ Vision Statement of the Public Authority:
Enable farmers to live with dignity.
3. Brief history of the Public Authority and Context of its Formation:
The office started functioning with effect from 1.4.1977 as Deputy Director of Agriculture, Bolangir Range with administrative power over the Bolangir &Sonepur Agriculture District. Subsequently Bolangir Agriculture District was spilt up into two Agril. Districts namely Titilagarh& Bolangir Agril.District.To assist the Dist. Agril.Officer, Titilagarh one Addl. Dist. Agril. Office was created at Patnagarh during 1997 which was converted to a separate Agriculture district from 2010. In 2010 the Subarnapur district was separated from this range and it has started functioning under a separate Deputy Director of Agriculture.
4. Duties of the Public Authority:
i. Transfer of modern technology, developed in research institutions to the farmers' fields.ii. To aware the farmers about different developmental schemes of the Govt and to implement these successfully in the farmers' fields.iii. To train the farmers on improved technologies and organize Farmers' Field Schools.iv. To organize District Level Exhibitions and participate in the State Level Exhibition.v. To arrange Exposure visits of farmers within as wellas outside the state.vi. To produce quality seed materials in Departmental Farms.vii. To supply quality seeds to the farmers through departmental sale centers.viii. To regulate the supply and distribution of fertilizers and pesticides as per the FCO and Insecticides Act.ix. To popularize the use of farm implements and sale with Govt. subsidy.x. To create irrigation potential through private lift irrigation points.xi. To check the quality of seeds, fertilizers and pesticides.xii. To test the soil, supply soil heath cards and recommend application of fertilizers for different crops as per soil test results.xiii. To enhance the knowledge of extension functionaries through Refresher Training programs.xiv. To advise the farmers on suitable cropping patterns especially for irrigated lands.xv. To encourage the farmers for involvement in crop insurance and conduct crop cuttings on Arhar and Cotton crop for the purpose of insurance.xvi. To distribute the calamity relief funds to the affected farmers.xvii. To disseminate and popularize modern technologies through extension on farm mechanization, seed replacement, plant protection, soil & water management.xviii. To ensure the distribution of quality agricultural inputs for quality food production.xix. To organize demonstrations in farmers fields.xx. To develop skill and capacity of the farmers.xxi. To coordinate and cooperate with sister Departments and agriculture related Institutions/ stakeholders.xxii. To encourage the entrepreneurship on agriculture based industries.xxiii. To arrange for supply of subsidies and reliefs to the farmers.xxiv. To plan and prepare schemes and programs for the development of agriculture in the district.xxv. To utilize the funds allocated through different schemes from Central and State Govt. in the district.
